Basketball Recruiting timelines

So I'll admit I follow football recruiting much closer but why do basketball signings happen so much later? The football classes are always 99% finished for everyone on the February signing day. Why is it that we are still finalizing the 2019 basketball class? Enrollment is less than 3 months away and most regular students should already be decided by now. Is there a hard deadline for basketball signees?

No but the transfer circuit is the thing now. Most kids that sign late like this are 1. asking to be released from a previous LOI or 2. finishing the school year and seeing how classes turn out and where they can get on and perform.

Another thing is the seasons. Football ends 3-4 months earlier giving the FB coaches their heavy recruiting period in January, where many hoops coaches are still coaching games up to April.
