CV19 impacts out-of-state recruits more than anything. Presumably, all programs can boast the quality of their people... coaches and staff who connect well and have kids' best interests at heart. They might even be able to stretch the truth about their academic substance. These things are now being conveyed virtually, and thus a level playing field. But to newbies, Athens is usually a very pleasant surprise in person, as it truly is one of the coolest college towns in America. And few programs can match the athletic facilities. You have to see those things in person to fully appreciate them; and it can be argued that not being able to do so hurts UGA recruiting more than most programs.
