Does the ROSTER rank 10th or does the budget rank 10th? Big difference.

THe question for me is why? WHy are we having to do more with less? Not as much can we do more than 9 other schools that spend more. BUt why are we? Is there a feather in our cap somewhere for investing less? How is this a net positive other than we are still able to get good/great players?
