From that screen, click "Upload New Picture"

On my Iphone, I use the "request desktop site" feature. If you don't know where this feature is a google search will help you find it. A quick way; however, is to to press and hold the refresh button.

Click "Request Desktop Site".

Once you are in this mode, your username will appear at the top right hand corner of the webpage.

Click it.

Scroll down and you will see your current avatar. Right above it, you will see the "change picture" feature.
