Unless there is some sort of contract signed between player and team or player and NIL payor that agrees to penalties for infractions there is no way to "fine" players for transgressions off the field. NOTHING would force the players into unionizing faster than coaches/schools trying to administer fines to players for off field transgressions.

There is no collectively bargained agreement for schools (someone?) to come after NIL money for violations of team or student behavior codes. As such, the fines would not stand up to legal challenges.

As of today the only recourse for off field failures to meet the student conduct code is internal discipline or dismissal from the team.

there should be alternative methods of addressing such as revoking of privilege of driving a car on campus and then escalate as the situation requires

Mike, that’s one of the best ideas you’ve ever had. If the players are getting paid, that opens them up to things like this. The players in the NFL are unionized, and they get fined.
After I posted this, I read on the Athletic that Georgia’s NIL is and had been fining players for misbehavior. Good. For. Them.
