    I think if they had not appealled the targetting or it had been denied, he might have said so. By him "not commenting" gives me hope they're looking at it. I posted earlier on another article, I think Jackson's is a valid targetting, but Agureo's wasn't as he turned his head to the side just as he was making impact.

    I'll ask again, Why can ballcarriers lead with their head and when tacklers contact their helmet they are penalized!

    In the end, I think it has to do with the emphasis in the rule on "defenseless" players, and that's usually an offensive guy. I don't think it's impossible for it to be called on an offensive player, but much less likely. If an offensive guy lowers his head and a defensive guy mirrors it - like Jackson did - the offensive guy would be considered the defenseless party. Don't ask me why. If Jackson hadn't lowered his own head and taken the hit from the ballcarrier's crown, it is quite possible that that guy would've been flagged.
