With Rich Editor the best practice to posting the gif is to copy the gif url (1), paste it in the text field(2), and then hit enter to smart embed the gif(3), and then post (4).

Best I can figure, the "new" site needs an external link to have an animated GIF. GIPHY.COm was mentioned ^^^ but I think any will work. With giphy, if you find one without a link, one may upload it to giphy and it will prepare a link which then is a copy/paste.
