As long as I have been following recruiting is that any student that receives a scholarship from the institution counts against the 85. Even if they get an academic scholarship they would be counted against the sport that they play.

As far as I can tell, Miami was looking for ways to get around NCAA sanctions and looked at adding track players and/or deferring players till the spring. It looks like the track idea was shutdown. Interesting reading through it, it looks possible that the 2 year PWO rule may have come about because of this.
NCAA rules specifically state that if football coaches recruit an athlete who enrolls and participates in track (or any sport) as well as football, his scholarship must count against football. Puckett said he made an official visit to UM on Dec. 13 and planned to be roommates with football signee Randy Gilbert.
"The rules were not designed so an institution could recruit an athlete for football and track, and then give the athlete a track scholarship," Mallonee said. "The rule specifically states if an individual is recruited for football or offered financial aid in football, he must count in football."
Mallonee was asked if there's any gray areas that would allow a football coach to recruit an athlete to a track scholarship.
"There are no gray areas," Mallonee said. "We all know what 'recruited' means. Either a football coach is talking to a prospect or he isn't. You are not supposed to hide [football players) in other sports."
ETA: Then again, even if the limit on track scholarships being used for football players was an NCAA rule at the time, who's to say the NCAA actually enforced it back then. Perhaps they finally just tightened up on their own rules.

That's kinda where I'm leaning as well and I didn't really take the maturity rumors(and they are just rumors) into account as much as the fact that literally every expert thinks he stays in TX and while I wouldn't put anything past Dell, Emery showed that it's tough to get out from the home state.
I think that La is the hardest state to get from as there is only one team in state. Texas has numerous colleges so the loyalty is not as strong.
Was listening to the 247 "Dawgcast" and Adams and Mansell discuss the Evans visit in the last 10 mins or so. Both guys are and have been skeptical but said they were surprised that he was coming all the way from Houston.

Absolutely correct. La is probably the toughest but many states are difficult to pull kids from.TX, CA, FL not so much.
Agree, if Tank is first, if he isn’t and Evans comes home, that’s on Tank. Can’t turn away talent like Evans
I think first two should be the take as well. But lean towards Tank.
I know a lot of people are experts after looking at a little bit of Hudl film - but I am certain that no one really knows which of these top backs will be the best. Who knows - Tank may prove to be the best.
It doesn't matter what any "expert" or rating service says - there is just no way of knowing. Obviously certain numbers and measurables should be considered and the odds are better with some backs than others.
But the in state kid looks really good and comes with a lot less baggage simply because he is from Georgia.
I'm all for recruiting from sea to shinning sea to find the best talent - but when they are closely matched - take the kid from your own back yard because when he reps the G - it's in his blood.
(After all that Tank better not choose Auburn)

@NomadDawg - Yeah I was going on my best recollection. It has been several years since I saw that documentary. I remembered the sanctions issue and them using track scholarships for some football players. I just couldn’t remember if they said anything about how it counted elsewhere.
Dont forget besides the scholly guys Sevaughn Clark is a PWO from 2019. Meaning Zeus, Cook, KMac, and two from 2020. 6 total
Personally my feelings will not be hurt by taking the highest rated RB since Najee Harris and Cam Akers in 2017. (Yes, currently he is rated higher than Zamir White was) Evans is a stud.
