Wasn't it Roquan who never signed a LOI?
I believe he signed it, but never sent it to UCLA after someone asked him what he thought about his position coach leaving UCLA and going to the Falcons (thank you Dan Quin for hiring him). He then decided to take his time to make a commitment and quietly chose the good guys.
Also Ridley was committed to Scar but went on a visit to UGA and never left. Monty Rice also was committed to LSU but showed uo in Athens instead
I was thinking he never signed one here either. Remember some controvery that it would set a precedent. Some time ago. Could be "misremembering"

We just got Major Burns-time to celebrate him. He was part of a few ESD mocks, including mine. So far so good.
On Jordan Burch-No change on how we feel. I understand there’s 3 schools saying this, but I’m telling y’all we’re confident. The meme indicates an expectation to land a commitment. Not everyone got that meme but he was one.

I don't think you are "misremembering". I don't believe he signed one and submitted a LOI to any school. He just picked us in the end and enrolled.

Quan Ridley and Rice never signed a LOI. In fact prior to 2017 I don't think any EE signed a LOI because there was no ESD.
