Don't think it is that simple. The NCAA has to take action on it. Plus there are contact period rules (whatever) which limit when the schools can talk to him.
Even a notional timeline from the more knowledgeable would be interesting to me. Oh, I said to me.

I'm pretty sure he was on track to be an EE in college. That's what I meant by potentially keeping him from talking to other schools. NSD prospects don't go through spring practice/bowl practice
Assuming he has been released (or his NLI was rejected by the NCAA) but is still an EE the schools can contact him starting 7 days before their classes start for the spring quarter.
(c) December 1 through February 1, 2020 [except for (1) and (2) below]: Six in-person off-campus contacts per prospective student-athlete shall be permitted during this time period with not more than one permitted in any one calendar week (Sunday through Saturday) or partial calendar week: Contact Period
(1) December 15, 2019: Quiet Period
(2) December 16, 2019, through January 16, 2020 (see Bylaw 13.02.5.5.2) [except for (i) through (iii) below]: Dead Period
(i) The seven days immediately before the first day of classes of the institution's second academic term that are not part of the contact period (applicable only to prospective student-athletes who intend to enroll midyear): Quiet Period
