No, this has nothing to do with personal hygeine. Rather, it refers to the pastry brought to the US by Dutch settlers. Here are some suggestions for baking this tasty treat. I couldn't get the links to work so you may have to google or something.
It is aslo National Grain Free Day. I personally choose not to observe this, especially since sticky buns clearly contain grain.

Are cinnamon rolls considered sticky buns? If so I’m a huge fan. Not so much the Cinnabon ones that make you feel sick afterwards but from a good bakery or even The Fresh Market has some decent ones. I prefer a cinnamon roll to the pecan covered “sticky bun”.
I also choose not to acknowledge the no grain day. Bread and baked stuff is GOOOD!
