I'm thinking he will also have greater opportunity to shine at FSU where the roster isn't overloaded in front of him
We “traded” him for a speed WR with more upside in Smith or a more pure WR (w speed) in Burton.

School may only sign a max of 25 first-time (initial counter) scholarship athletes per year for football. There are some ways that early enrollees can be counted towards previous year (back-counting) if all 25 were not used last year. Grad transfers who come in summer/fall may be counted towards next year. Wolf and Cager counted towards 2020, which is why we think UGA has 23 this year.
Obviously 25 x 4 = 100, but the max on scholarship at any one time is 85. This allows room for transfers, kicked off team, etc. and still maintain a full roster of 85 (theoretically).
UGA may be under the 85, but they can still only count a max of 25 towards 2020 signing class, even with NFL entries and open spots. Additional signees would require creative accounting (counting towards last year or borrowing from next year). Not sure a 3 year old (or 83 year old) can understand all this, but it's as simple as I can make it!
Post JJ & Cox leaving UGA had (83) scholarships used up for fall 2019.
15 seniors leave (would have been 16 if J Roch hadn’t redshirted)
so that leaves us at (68) or (17) available scholarships.
then we have (5) guys declare Fromm/Swift/Thomas/Wilson/Kindley
that leaves us with (22)
as far as I can remember Otis Reese & Cade Mays are the only UGA players to leave the program thus far (2)
That means we have (24) guys we can bring in RN.
Now we have (21) public commits/signees
(2) Transfers Newman/McKitty
So thats (24) out & (23) in, so we have (1) spot(s) left at the moment.
The catch is that all the kids not on campus yet don’t count towards the (85) so however many we add on NSD over (0) you have to expect that many guys to leave the program or not qualify once Spring semester is over.
So basically if we take (4) guys on NSD, then I’d expect (3) guys to have to transfer/not qualify by the end of spring.
IMO the only # that matters is the (85).
Transfer Portal should be it’s own thing, and should add/subtract from the (25) based on the (net #) so if we have (3) transfer out and only get (2) to transfer in, then we should have (26) scholarships to work with for HS IMO.

This is a good breakdown.
The two big things to take from @dgd829 is the 85 number.....and that only the EEs from 2020 currently count against the 85.
If Georgia signs 3 more guys.....than expect a couple more transfers before the rest of 2020 make it to campus this summer.
When I go to TOS they are showing Austin Kirksey QB as a Georgia incoming 2020 transfer. I have not heard anything about him. Is he a PWO? They are showing 6 early enrollees, 13 signed, 2 commits and 3 transfers.

This does not count either Eli Wolf or Lawrence Cager, who I understand counted against the 2020 25. I am sure glad that it is not my job to keep track of the numbers.
